论民国初年无锡的禁烟

Ban on Opium Smoking and Trade in Wuxi in the Early Years of the Republic of China

民国初年无锡地方当局屡次奉令禁烟,但鸦片烟毒不仅没有禁绝,反而越来越猖獗。禁烟失败的原因,主要与无锡地方当局禁烟的态度、目的,以及禁烟的方法存在问题有关,同时与部分官员循私枉法也有一定关系。禁烟的失败,对无锡社会造成了严重的消极影响,使鸦片烟毒更加泛滥,吏治更加腐败,并且败坏了社会风气。民国初年无锡禁烟给我们的历史启示是:一项重大社会改革政策出台之前,对其进行周密的论证和策划,出台之后采取有效措施组织其实施,以确保其成功而不会走向其反面,是十分必要的。

In the early years of the Republic of China, Wuxi local government failed to ban opium smoking and trade. The reasons lie not only in the attitude, purpose and method of opium banning of Wuxi government, but also in the corruption of some officials. The failure of banning affected Wuxi seriously and caused the deluge of opium, corruption of officials and deterioration of social ethos. The implication of the failure is that we should investigate and plan carefully before the carrying out an important social reform and take effective measures to ensure the success of it during implementation of the social reform.
