After discussing the necessity and importance of the open system for medical charge,the author pointed ot that the establishment and implementation of open system for medical charge is able to promote professional ethos construction,to limit irrational increase of medical expenses,and to enhance administrative level for level modem hospital.In the paper the author also discussed several ways to promote the construction of open system for medical charge.
