山西省沁源县农田水利基本建设在由过去实行的“两工”向当前“一事一议”转变的改革中,适应新形势、新机制,把工作重点放在组织协调、政策指导、为群众提供决策依据上,采取转变观念,科学指导,多方筹资等方法,取得了良好的实效。

Basic rural water infrastructure construction in the Qinyuan County of Shanxi Province has changed from traditional approaches to a new approach of 'one matter, one approach', so as to adapt to the new conditions. Now it focus has turned to organization, coordination, policy direction and providing basis for decision-making of the farmers. Effective results are achieved through providing guidance and multi-channel funds raising.
