An Investigation of Several Problems Related to the Minimum Program of New Democratic Revolution—Also for a Discussion with Mr. Ma Lianru

中国共产党在不同历史阶段的最低纲领被称为:某某阶段的最低纲领(或基本纲领)。把中国革命“两步走”的理论视为党的新民主主义革命最低纲领是不正确的;而党的二大提出的反帝反封建主张亦仅仅是该纲领的核心内容,当时这一纲领方才“提出”,尚未“形成”,更不可能“全面、系统”。二大对中国革命基本问题的认识是正确的,又是不完善的,当时还不可能形成党的新民主主义革命最低纲领的“初步理论体系”。20世纪30年代末至40年代初,伴随着理论的成熟,该纲领才形成。

The Party's minimum program in one of different historical periods is called the minimum program (or basic program) of this period. It is not right to call the theory of carrying out the Chinese revolution in “two steps” the Party's minimum program of new democratic revolution. The proposition of fighting against imperialism and feudalism was only the kernel of this program. At that time the program had just “shot forth” and not “taken shape,” to say nothing of “being comprehensive and systematical.” The Second National Congress of the CPC had a correct, but not perfect, understanding of the basic problems confronted by the Chinese revolution. Given the historical conditions at that time, it was impossible to have a “preliminary theoretical system” about the Party's minimum program of new democratic revolution. It was not until the late 1930s and the early 1940s that the program began to take shape along with the theoretical maturity.
