长期以来,行政事业单位普遍存在"重收入、重购置、轻管理"的思想,缺乏一套规范和有效的内部管理机制,资产管理意识淡薄,随意购置,贪大求全,任意处置,不讲效益,形成大量的帐外资产无人负责、无人管理。因此,如何对行政事业单位进行清产核资、优化配置、缓解社会事业发展投入不足与资源浪费并存的矛盾,减轻财政支出压力,势必成为一个新的课题。

Emphasizing income and buying and ignoring management are very common in the administrative unit for a long time.In such unit lack of effective managing mechanism,random managing idea,random bought and lack of efficiency made a large amount of unaccount assets have no management.So how to do checkup,optimize,relieve the contradiction between deficiency of social development input and resource waste,relax the financial pressure will be a new problem.
