摘要
我国农业劳动力转移是社会经济发展的难点,发展中小企业是解决难点的有效途径。提出农业劳动力转移和发展中小企业需要克服农业劳动力转移的障碍,建立中小企业的法律、法规体系。
It is a difficult matter in social economic development to transfer rural labor in China. An effective way for solving this difficulty is to develop middle and small-scale enterprises. This paper raises several counter measures: as to overcome obstacles in transferring rural labor, to establish law and regulation system for middle and small-scale enterprises and to complete administration system of middle and small-scale enterprises from the macro-point of view so as to realize rural labor transfer and develop middle and small-scale enterprises.
