试论社区“海选”对政治民主的体现

How Does the General Election in Community Reflect the Political Democracy

“海选”虽为农民群众的创造但并非只适用于农村、乡镇一级群众性自治组织和基层政权机关,城市社区“海选”高潮迭起并引发全国范围内的城市社区选举的革新。社区“海选”是社会主义政治民主的重要体现和新发展,本文认为社区“海选”主要体现了政治民主的重要特征、社会主义政治民主的发展和社会主义政治民主的社会作用等内容,并指出社区“海选”体现出的社会主义政治民主,对于增进社会主义政治文明建设有着重要的现实意义。

The word 'Haixuan' (created by farmers, which means general election), is not only suitable for the autonomous mass orgnizations in rural areas. The prosperous community 'Haixuan' exsits in urban communities and has caused a reformatin of urban community election system nationwide. Community 'Haixuan' is the chief characteristic of socialistic political democracy and its new development. In this paper, therefore, the author thinks that the community 'Haixuan' mainly characterizes the political democracy, indicates the development of socialistic political democracy, etc. in addition, he points out that the socialistic political democracy reflected in the community 'Haixuan' has great practical significance in promoting the construction of socialistic politial civilization.
