This paper expounds the rationality and applicability of the rational usage of digital libraries in detail Theoretically, rational usage meets the need of inheriting and innovating human culture; it is the outcome of the benefits balance between copyright owners and copyright users, and is also applicable based on the common features of digital libraries. Then the paper demonstrates some international legislative practices and pertinent rules in respect of solving problems for rational usage of digital collections.
