高校实行两级教学管理体制改革的思考

规模较大、学科较多的高校实行校院两级教学管理体制,扩大和完善学院一级办学自主权,是高等教育发展对高校内部管理体制改革提出的必然要求。在实施过程中,要正确处理好各种关系,使这项改革成为高等学校提高办学水平的有效举措。

Two grade management at university and college levels implemented at the higher institntions of large scale and multidisciplinaries, by which the right at college level operation is enlarged and is an inevitable requivement for internal maragement system reform proposed in the development of higher education.In its implementation,relations from all aspects shall be handled correctly,which is the effective measure for the reform.
