从FDI带来的消极影响看政府政策的战略转变

本文通过分析近年来出现的FDI“过热”现象,揭示了FDI的盲目内流对国家经济的影响不仅仅是正面的,同时也会带来诸如技术外溢效应、金融安全、资本外逃和行业垄断等各种负面影响,并从“优惠政策”和“适度规模”两方面给予政府在重新审视相关政策的理论支持。

By analyzing recent overheating FDI inflows in China, this paper explores that blind FDI inflows bring about not only positive but also such negative influences as technical overspills, financial security problems, capital outflows and industrial monopoly. Meanwhile, it also sheds light on how the government should respond to these hot-potatoes in the light of the 'preferential policies' and 'reasonable scale' theories.
