摘要
为农村居民提供社会保险待遇是国家必须履行的公共职能,是现代社会和谐发展的需要。为了建立适合我国国情的新型合作医疗制度,并保证其在相当长时期内稳健地发挥作用,应尽快对现行的合作医疗制度进行改革和完善。
It is an essential public function of nation to provide rural resident with social insurance, as well as the demand to the modern society's harmonious development. In order to establish the medical treatment cooperation system of new type suitable to the condition of our country, and secure it taking a steady effect, it is necessary to perform and consummate the system as soon as possible.
