西部开发进程中法律意识的现代化

MODERNIZATION OF LEGAL AWARENESS IN THE COURSE OF DEVELOPING THE WEST

笔者在探讨法律意识的概念、作用及其现代化的前提下,着重论述了实现西部地区公民法律意识的现代化包括的内容:关注其固有法律观念传统与现代法律观念的四种冲突;按照“依法治国”的基本方略,创造三个条件;大力推进法治和普法教育工作进程;实现公民现代法律意识从“自发”向“自觉”的转变。

Probing into the concept, the function and the modernization of law awareness, the author centres on the contents of realizing the modernization of citizens’ law awareness: pay close attention to the four conflicts of the established tradition of modes of thought and modern legal modes of thought; create the three conditions in the light of the general plan for “Manage state affairs with legal provisions”; advance the waking course of managing affairs with legal provisions and spreading universal legal education, realizing the transformation of citizens’ moderm legal awareness from “spontaneity” to “consciousness”.
