摘要
本文通过对民族地区发展水平的深入研究,阐释了改革开放以来民族地区经济发展水平与发达地区的差距进一步拉大的内在原因,并指出现有的民族优惠政策不足以弥补这种不断加速的差距扩大趋势所带来的负面效应。科学地提出了进行制度创新来加快民族地区的发展,以缩小民族地区与发达地区之间的发展差距。
By studying the development of multi-ethnic areas,the author explains why the ecornomic gap between the east China developed areas and the west China multi-ethnic areas is widening with the implementation of the Reform and Poening-up Policy.This paper shows that preferential policies are not a cure-all remedy for the backwardness,and proposes that system innovatons can help to bridge the gap to alrge extent.
