A Survey on the Issue Concerning the Rural Debts in Hubei Province

乡村债务问题已成为农村税费改革后农村经济发展和农村社会稳定的一大障碍。乡村债务中的大头是体制政策性负债。目前化解乡村债务的方法呈现有效性递减趋势,化解乡村债务的资金来源仍是一大难题,解决乡村债务问题应标本兼治,即政府先行买单,加大转移支付力度和深化农村体制改革并举。

The debt problem in rural areas has become an obstacle to the economic development and social stability since the reform of tax and revenue in the rural areas. The majority of debt is institutional policy debt. The solution to the debt in the countryside appears to effectively decrease. The source of fund remains a difficult problem. We should solve the problem by looking into both its root cause and symptoms, i.e., the government should afford to pay the transfer of debts and deepen the institutional reform in rural areas.
