水安全涉及的各要素之间相互联系、相互制约,构成一个水、社会经济、生态相互耦合的巨系统。研究这个系统的概念与特征、结构与功能、系统支持条件、系统的运行机制、稳定性、发展与演化法则等一系列理论问题,旨在构建水安全系统的理论框架,用以指导水安全理论研究和水管理实际,实现人与自然的和谐。

Essential factors of water safety, which relate to each other and restrain each other, constitute a large system of water, social economy and ecology. A series of theoretical problems, such as concept and characters, structure and function, system supporting conditions, mechanisms, stability, development, and tendency of the system, are studied. Theoretical framework of water safety system is established to instruct the theoretical research and water management practice, realizing the harmony of human being and nature.
