摘要
本文从农田、水体、植被、生物多样性、大气等方面分析了我国农村生态环境的现状,以及引起农村生态环境问题的原因,提出和分析了我国现行农村生态环境保护法律体系中存在的问题,并从公共环境意识、经济手段、所有权、行政领导责任制,立法和执法方面,提出了建立我国农村环境保护法律体系的对策。
This paper, based on an analysis of the present condition of the ecological environment of the countryside in our country and the causes of the problems concerned from the perspectives of farming land, water stamina, vegetation, biological diversity, and atmosphere etc, is intended to shed light on the gaps in the legal system regarding environmental protection currently enacted in the country, and propose the countermeasure on the establishment of the laws in the field from the viewpoints of public awareness of the issue, economic means, property ownership, the administrative system of job responsibility, legislation and judicature.
