The report of the 16th CPC Congress emphasized that advanced elements of other social strata should be admitted into the Party. This thought is the successor and development of Marxist party building theory in the new historical conditions. It is a component part of the thought of 'Three Representatives' and meets the requirements of the historic tasks of the Party and our social strata's changes in new century. It will be of great importance in keeping the Party's progressiveness and enforcing its influence and cohesion.
