人民代表大会制既是一种民主体制,也是一种宪政体制。五十年人民代表大会制的理论与实践中,人们对于人民代表大会制的民主属性有比较充分的认识,但是对其宪政品格有待深入研究。建设法治国家,实行宪政,有必要纠正关于人民代表大会制的一些不恰当的观点和认识,依照建设社会主义民主宪政的思路进一步完善我国人民代表大会制。

The People's Congress system is the system of democracy and constitutionalism. During the past fifty years' theory and practice, people have known more about the democratic attribute of the People's Congress system, but its character of constitutionalism needs further research. To building a country ruled by law and implementing constitutionalism, it is necessary to correct some inappropriate views about the People's Congress system and improve the system according to the thinking of building the constitutionalism of socialistic democracy.
