Superficial View on Several Related Problems of Implementing Public Security Policeman’s “Partnership System”

公安民警“搭档制”主要内容是指公安民警在执法办案、执行勤务、治安管理以及服务等具体的警务活动中,由两至三名民警组成相对固定的工作小组,一名民警带领,其他民警积极协助配合,共同承担工作任务,履行工作责任的一种警务活动模式。其内容还包括搭档民警作为一个工作实体,不仅要共同承担具体的工作任务,而且要做到同考核、同评比、同奖惩。

The main content of policeman’s “partnership system” is to point out that in the specific policing activities such as solving the cases, being on duty, policing management etc., the policemen form relatively fixed working groups by two to three policemen, which is led by one policeman, and the other policemen actively cooperate and assume the assignment all together and implement job responsibility. It also includes as a job entity, the partnership policeman should not only assume the detailed task, but also checking, evaluating and punishing at the same time.
