Changes of the revenue sources structure of China’s higher education in the 2nd half of the 1990s

从1994—2001年我国普通高等教育经费来源结构的变化趋势看,这一时期高等教育经费来源多元化的目标尚未真正实现,且财政预算内教育拨款和学杂费呈现此消彼长的二元化趋势。中央和地方属高校在经费来源结构与生均教育经费支出上的差异表明,教育经费向中央属高校进行一定程度的倾斜具有现实必要性,但必须兼顾公平原则,保证中央和地方属高校能够协调发展。

Through the trend of the revenue sources structure of China’s higher education from 1994 to 2001. We can see that the goal of seeking various revenue sources for higher education doesn’t seem to be completely achieved, and these changes mainly revolved around governmental appropriations for higher education and tuition fees. The paper also compares national universities’ revenue sources structure and students’ average expenditure with those of local universities which shows it is necessary in reality to incline on national university. While there should be consdered the principle of equility in order to keep a balance between the two different kinds of universities.
