The absence of an effec tive regulatory system and ineffective management are the leading causes for the distortion of the real estate market. The final solution to the unbalanced stru cture of the real estate industry lies in the coordinated efforts of the governm ents at two different levels and the strengthening of macro and micro management . However, an effect long-term mechanism for the settlement of this problem lies in the establishment of a harmonious urban structure and the cultivation of rea sonable price scaling.
