摘要
保持房地产业在较长时期内持续发展对于拉长经济增长周期具有十分重要的意义。当前我国房地产业的发展符合产业变动的一般规律,制度变迁以及制度变迁过程中存在的制度缺失和管理不到位是导致房地产市场扭曲的主要因素。彻底解决房地产业结构失衡并不能完全寄希望于宏观调控,关键在于实行两级政府联动,强化宏观管理和微观管理。其长效机制还在于构建和谐的城市体系和合理的房价梯度。
The status quo of the development of the real estate industry is comm ensurate with the general law of industrial fluctuation. The absence of an effec tive regulatory system and ineffective management are the leading causes for the distortion of the real estate market. The final solution to the unbalanced stru cture of the real estate industry lies in the coordinated efforts of the governm ents at two different levels and the strengthening of macro and micro management . However, an effect long-term mechanism for the settlement of this problem lies in the establishment of a harmonious urban structure and the cultivation of rea sonable price scaling.
