对政治改革和建设的态度,地方官员队伍已有着越来越强的独立思考,要求政治改革的期望与压力日益强烈,但他们认同于现行的基本政治框架,对政治改革渐进性的认识与理性程度已明显增强。这说明,在地方层面的现行正式体制中,政治改革的体制资源与动力基础已越来越强。

As local governmental officials are cultivating an increasingly stronger independent thinking on political reform and construction, the expectations and pressure for political reform are also becoming increasingly stronger. However, they identify themselves with the basic political framework in China. Meantime, it is apparent that their political rationality and understanding of the gradualist nature of the political reform are also becoming increasingly strong. This shows that in formal current institutions at the local level, the dynamic basis and institutional resources are increasingly strengthened. This situation can account for why moves for political reforms occur now and again in different localities. It will provide strong support for present and forth-coming political reforms.
