This paper analyses the present situation of Villages, and Townships' enterprises in Nanyang Prefecture and points out the existing problems in the development of the enterprises. It discusses the superior distribution conditions to grow light industry, mining of minerals' and processing of traditional handicraft articles' putting forth the strategg of industrial choice,developing ways,managing styles and reasonable distribution for the enterprises. This article has a realistic and long-term guidance for the development of villages' and townships' enterprises
