秦朝所推行的“书同文字”政策,是我国由国家最高行政权力所推行的一项汉字规范政策,是我国文化史上的一件大事。秦王朝实施“书同文字”的具体办法是成功的,有效的。西汉初期中央朝廷将用字的规范作为选拔、考核官吏的重要标准,从中看出,汉字规范政策的推行实施,从一个方面也是国家政权是否安定、社会经济是否繁荣、文化教育是否发达的体现和标志。许慎之作《说文》,旨在是正文字。《说文》之为书及其成就,实与汉字规范化问题有着非常直接而密切的关系。

The 'Chinese Characters Unification' policy implemented during the Qin Dynasty was a policy put into practice by the highest administrative authority of China, hence an event of great significance. The actions taken by the government of the Qin Dynasty are successful as well as effective. In the early age of the West Han Dynasty , the central government made the efficient use of the standard characters a key criterion for selecting and recalling officials. In a certain sense, the implementation of standard Chinese characters serves as a representation and symbol of national stability, economic prosperity and cultural and educational flourishing. The success of Usage of the Chinese Language ( Shuo Wen Jie Zi) by XU Shen is largely attributed to the standardization of the Chinese characters.
