英国是世界上率先迈出电力工业市场化改革第一步的国家之一,其电力工业结构和市场机制自1990年私有化以来,仍始终在不断地发展和改善。本文对英国电力工业第三次大规模改革的起因、理论依据、发展过程及实行情况作一简单介绍,可为其他国家电力工业改革提供参考。

Although it is one of the earliest countries in the world to privatise its electricity industry and to set up a power market structure, Great Britain has continued to see its electricity industry and electric power market developing and has been experiencing a series of further reforms and restructuring since the privatisation in 1990. On 1st April 2005, the successful completion of the third major reform was marked by the formal implementation of the British Electricity Trading and Transmission Arrangements(BETTA). This paper describes the background to this reform, its cause and the justification, and its development and implementation process.
