现阶段我国工业化、城市化进程的快速发展,对现行农地制度提出了严峻挑战,要求必须对现行农地制度在适度稳定的基础上进行一些改革。根据对土地产权界定的成本收益分析,我国农地制度改革应遵循层次性和渐进性的基本原则。

The rapid development of our country's industrialization and urbanization brings severe challenges to current rural land system, which should be reformed on the base of stability. By the cost-benefit analysis of defining land property right the article puts forward some proper suggestions.
