排污权交易在浙江电力SO_2治理中的可行性研究 被引量:2

摘要 指出排污权交易的要点是环境资源的优化配置,实施排污权交易可以满足电力可持续发展的需要,同时达到SO2总量控制目标,降低治理的平均费用;同时,浙江省电力行业在技术和环境法规等方面,具备了实施排污权的条件,因而排污权交易在浙江电力的SO2治理中是必要且可行的。 It is presented that the essential of emissions trading is to optimize the allocation of environmental resources, and the implementation of emissions trading meets the demand of sustainable development of the electric power industry, and at the same time, the objective of SO 2 control, and reducing the treatment cost is reached. Besides, the conditions for implementing emission trading were prepared by Zhejiang electric power industry in terms of technology and environmental codes. It is necessary and feasible to adopt emissions trading in SO 2 treatment of Zhejiang electric power industry accordingly.
