摘要
2004年,国务院首次把土地政策定位为国家最重要的宏观经济管理手段之一,把国土资源部定位为宏观管理部门。这一切改革使得人们对土地政策的制定和执行开始了激烈的讨论。我们从我国土地市场的特定环境分析出发,运用西方经济学理论,从房地产市场的角度对我国的土地需求进行了研究和分析,并在此分析结果的基础上,为政府制定以需求为主导的土地供应计划和宏观调控政策提供参考。
In 2004, the state council regarded the land policy as one of the most important macro economic manipulation strategy, which made the Ministry of Land and Resources a macro control body. In accordance with the current special environment of land market in China, the paper analyses the current land demand from the view of real estate market. According to these analyses, the author gives some suggestions on land policy. They may provide reference for the government while it constitutes the land supply plan for the housing and processes the regulation and control towards the housing price.
