Opportunities and Challenges Caused by Scientific and Technological Globalization in Our Country

科技全球化是全球化浪潮的重要组成部分,科技作为第一生产力,对一个国家经济发展的巨大牵引和推动作用越来越彰显.本文对科技全球化的含义和要求进行了分析,探讨了其给我国带来的发展机遇与提出的挑战,指出要在科技全球化中占尽先机,就必须趋利避害,采取切实可行的对策,包括:建立适应科技全球化和市场经济要求的科技与生产紧密结合的现代科技管理体制,建立有利于科技发展的人才培养和管理机制,提高自身科技研发创新能力,参与国际间重大科技合作和协议的制定等.

Scientific and Technological Globalization is an important part of globalized tide. As the first productivity, science and technology are more and more obviously draught and push forward economical development of a country. In this paper, the implication and request of technological globalization are analyzed, the developmental opportunities and challenges caused by it are discussed, the author points out that if anyone wants to take precedence in the technological globalization, he has to go after profits and avoid disadvantages and adopt feasible measures. That consists of establishing managerial system of modern science and technology which adapt the requests of scientific and technological globalization and market economy and combine science and technology closely with production, founding personnel training and managerial mechanism in favor of scientific and technical development, improving developmental and innovative abilities, and participating in establishing great international technological cooperattion and agreements.
