莆田市人地关系紧张态势及缓解对策

On the Intense Situation of Human-earth Relations in Putian City and its Countermeasures

文章讨论了莆田市人地关系紧张的态势;分析了造成莆田市当前人地关系紧张的主要原因。认为不稳定的季风气候、脆弱的自然环境是莆田人地关系紧张的背景;水、土资源短缺、过快增长的人口对环境产生极大的压力;缺乏资源的保护与节约意识、管理体制不完善、相关法律法规执法不严等是造成莆田人地关系紧张的主要原因。最后提出了缓解莆田市人地关系紧张的对策。

Human-earth relation is the basic relationship between humanity and natural environment. This paper is designed to discuss the intense human-earth relations in Putian city and to analyze its main reasons. It points out that the unstable monsoon climate and vulnerable natural environment is the background of the tense relations; the shortage of water and earth resources and quick increase of population cause great pressure on the environment; Lacking of the awareness of protecting and saving resources, imperfect management system and the loose enforcement of related laws and regulations are the main causes of the tense human-earth relations in Putian. Lastly it comes up with some countermeasures.
