理论界有些学者认为,人力资本存在普遍失灵的现象,是一个经济学的悖论。所谓的人力资本“失灵”并不具普遍性,它主要源于人力资本投资的风险性,而人力资本投资的收益性,深刻体现了“以人为本”的精神实质。

Some scholars think that a contrary intellectual theory in economics is reflected in the widespread phenomenon of failure of human capital. This article makes an analysis of failure of human capital and the contrary intellectual theory. We do not think that the 'failure' of human capital is widespread. It results from the risk of the investment of human capital, and the profits of the investment reflect the spirit of relying on human beings themselves.
