完善公安机关权力制约机制的思考

Thinking on the Perfection of the Power Restriction Mechanism of Public Security Organ

我国公安机关权力制约机制建设虽已取得了明显的成效,如建立了公安内部的监权网,加强了各警种垂直监督与制约等,但仍存在一些问题与不足:监督体制与制约机制不够理顺,外部监督难有实质效果,各级领导对监督工作不够重视。当前,公安权力运行存在着四个误区,严重影响了对公安权力的制约。完善公安机关权力制约机制是一项长期的系统工程,目前,应着重从五个方面抓起:以德制权;以法制权;以权制权;以规制权;以责制权。

<Abstrcat> Building of power restriction mechanism of public security organ of our country made the obvious effect, such as setting up supervision network of public security men , strengthening alert kinds of vertical supervision and restrain system etc., but there still exist some problems and insufficient such as supervise system is not in order restriction mechanism, it is difficult to have essence results for outside to supervise, the leaders at all levels pay little attention to the supervision work. At present, power operation of public security men have four mistaken ideas, which influence the restriction of power seriously. It is a long-term system engineering to perfect the power restriction mechanism of public security organ, at present, five respects should be stressed emphatically as restricting power with morality; restricting power with legal system; restricting power with power; restricting power with regulation; restricting power with the responsibility.
