摘要
土地对农民具有生产资料和社会保障的双重功能,由于现行土地征用制度的不合理,导致大量农民失地后生活得不到保障,政府应在征地制度改革的同时为失地农民构建社会保障体系。
Farming land is both means of production and social security for farmers.However,due to some unreasonable elements in land requisition system,lots of land-requisited farmers live without the protection of social security system. Government should reform land requisition system and construct social security system for these farmers system.
