日本水环境标准及其对我国的启示

Water Environment Standard in Japan and Inspiration to Our Country

日本水环境标准的法律依据和水质保护体系较为完备。水质环境标准分为保护人们健康的标准和保护生活环境的标准;水污染排放标准由国家统一制定,包括健康项目27项和生活环境项目17项并实行总量控制。饮用水水质标准不断进行完善。日本依靠行政指导政策成功控制水污染的经验值得我国借鉴。

Legal basis of water environment standard and water quality protection system is relatively maturity in Japan. Water quality standard divides into two kind of requirements on peopl health and protection of living environment. Standard for water pollution discharge is issued by the state, including 27 items on health and 17 on living environment ,and having norms for total pollution control. Standards for drinking water have been improved continuously. We should learn from the successful experience of Japan on water pollution control by initiating guidance of the government.
