推行“代建制”是我国基建管理体制的一项重大改革。给谁代理和谁来代理是“代建制”的基本内容,其中谁来代理是“代建制”的实质内容。给政府代理和给项目法人代理两种方式各有利弊,应因地、因行业而异。必须充分考虑代建单位的利益和风险,以避免监理单位的生存危机。

Construction agent system' is one of main reforms in construction management system in China. The basic contents of 'construction agent system' are who shall be selected as an agent or who shall be the agent, in which who shall be the agent is the essential content. Awarding construction agent to government or a project owner have advantages. It disadvantages and should be decided in line with the features of the sector. Interests and risks of construction agents should be fully considered so as to avoid difficulties of supervision organizations.
