摘要
为了进一步节约水资源、提高利用效率,首先必须明晰水权,国家对地方政府进行水资源使用权一级配置,地方政府以取水许可制度为基础向水用户进行二级配置.在此基础上,建立和健全水权转让制度,促使水资源向使用效率高的方向流转.水资源利用的边际效益或开发的边际成本不相等是水权转让的充分必要条件,还就水权转让的价格进行了定量分析.
To economize on water resources and improve utility efficiency, it's urge that water owership should be established. Based on water-obtaining system, first-degree distribution of water resources use right is made and second-degree distribution will be made for water consumer. Water use right transference system is built and perfect to make water resources circulate to high efficiency. Marginal effect of water resources utility and unequal marginal cost is neccessary conditions for water use right transference and meanwhile quantitative analysis is carried out for it.
