国土资源标准化保障体系的建设与发展

Establishment and Development of the Supporting System Regarding Land Resources Standardization

标准化在国土资源各项工作中发挥着重要的基础性作用,经过二十多年的发展,已经形成了良好的发展平台。近年来,国土资源管理依法行政与国土资源市场建设对标准化提出了更高更迫切的要求,如何构建国土资源标准化保障体系、充分发挥标准化对国土资源管理的技术支撑作用显得十分重要。文章从国土资源保障体系的内涵、目标、原则、内容、构成要素等多个方面入手,系统地构建了标准化发展的基础与平台,并对保障体系实施过程中应注重的问题提出了一些见解。

Standardization, playing an important fundamental role in various land resources works, has been formed a good development platform during the past two decades. In recent years, both performing their duties in accordance with the law in land resources administration and land resources market improvement raise a high and urgent claim for standardization, so the paper points out that it is very important for how to establish supporting system and make full use of technical supporting of standardization for land resources management. In this case, the paper systematically builds the base and platform for standardization development from the meaning, target, principle, content and component factors of land resources supporting system; and makes some proposals for some problems needing attention.
