钢铁工业发展环境与关税政策调整分析

钢铁工业发展环境是一个多因素组成的复杂系统,从与钢铁工业发展环境有关的资源角度来看,铁矿资源供应及其价格攀涨会给钢铁工业发展带来不利影响。关税是调节进出口贸易的有利武器。我国铁矿资源的供应已基本上是一半依靠进口,而且钢铁及其制品的进出口量值也很大。本着营造一个相对有利于钢铁工业发展的环境,应对与钢铁工业发展有关的关税政策进行调整,应对钢铁产品进口实行较低的关税政策,减缓其关税减让,并理顺进出口政策。

In terms of resources relating to the development environment of iron and steel industry, the situation of iron resources supply and rising price will cause unfavorable effects on the development of iron and steel industry. The paper points out that tariff is a strong measure for regulating import and export trade. Basically, about half iron resources supply relies on import and iron & steel and its products occupies a large volume in import and export trade. The paper looks at some specific methods for providing a favorable condition for iron and steel industrial development: regulating the relevant tariff policies; carrying out lower tariff policy for iron and steel products import; slowing down reduction and abatement of tariff; straightening out the import and export policy.
