摘要
国有公路交通资产是国民经济的重要组成部分,加强公路交通资产管理有助于盘活存量公路交通资产,降低公路交通资产负债率,确保公路交通资产保值增值,从而提高交通设施的使用效率.在阐述公路交通资产管理的定义和管理系统研究意义的基础上,根据国外公路交通资产研究的现状和我国的实际,提出了资产管理系统的总体设计、资产管理的目标和政策、资产清产核资及评估、资产优化再投资决策.最后建立了公路交通资产管理系统的框架体系.
<Abstrcat> Road asset is the important component of national income and the impo rtant economic asset in society. Tightening up the management of road transporta tion asset can increase the benefit of transportation establishment. The definit ion and connotation of road transportation asset are expatiated. On the basis of research for overseas road transportation asset management, the major matter of road transportation asset management system is put forward. It includes five as pects : general design of system, goals and policy of asset management, asset ch eck and evaluate, asset optimize, asset warning system and investment decision. The framework of road transportation asset management system is set up.
