Establishing a simply model of enterprises' achievement, the paper analyses the effect of introducing foreign strategic investors to improve the internal administration in state-owned commercial bank by taking the agent problems and enterprises' administration as the representation, and the effect of introducing foreign investors to improve external administration by taking exceeding industrial right and enterprises' administration as the representation, which demonstrates that it's a strategic choice to introduce foreign strategic investors.
