As an important policy of state-owned enterprises r eform, transformi ng debt into stocks is accepted widespread for giving consideration to the inter ests of finance, bank and enterprises. At the same time, this policy's potential risk should be thoroughly recognized. We should prevent new possible debts afte r implementing the policy, study its limitation of avoiding the financial risks and take relative effective measures to avoid these risks and make it more help ful to promote state-owned enterprises reform.
