摘要
从加强社会主义法制到依法治国基本方略的确立和实施,我国的法制建设取得了重大进展,而将依法治国的基本要求或含义仍概括为“有法可依,有法必依,执法必严,违法必究”,不符合法治国家的理念与标准。遵循与时俱进的思想路线,适应建设社会主义法治国家的客观需要,应将依法治国的基本要求或含义确定为“科学立法,依法行政,公正司法,有效监督”。
From strengthening legal government of socialism to the establishment and implementation of the policy of legal government of state,enormous progress has been made in the construction of nomocracy. Therefore,it is not in accordance with the ideas and standards of a legal state to define essential connotation of the legal government of state as “establishing laws,obeying laws,implementing laws strictly,and investigating those breaking the laws.' “To march to the times,' and meet the objective needs of the establishment of the legal socialist country,the essential connotation of legal government of state should be defined as “scientific legislation,legal administration,fair judicature,and valid surveillance.'
