宁夏南部山区劳务输出:绩效、问题与对策

Export of labour services in the south mountainous areas of Ningxia: achievements, problems and countermeasures

宁夏南部山区是国家有名的“三西”贫困地区,严酷的自然环境和特殊的历史条件形成的城乡二元结构,造成了农村劳动力的大量剩余。截至目前,山区8县劳动力已过百万,其中富余劳动力占五成,近年来年输出人次已达50万以上,年创收在8亿～9亿元之间,占宁南山区农民纯收入的30%,这个数字已达到了自治区财政收入的14。本文从宁南山区劳务输出对当地经济建设所作的贡献和存在的问题等方面进行了分析,试图对该地区发展劳务经济进行理论上的创新,以寻求贫困山区农村经济全面发展的途径。

The south mountainous areas of Ningxia are famous for their poverty in China, their social structure is formed by the inclement natural environment and the special historical condition, thus labourers in the countryside are surplus greatly. In recent years, more than 500,000 surplus labourers have been exported, profits are more than 8 hundred millions. This article analyzes the contribution made by the export of labour services in the south mountainous areas of Ningxia to the local economic construction, and also points out the existing problems, tries to make a theoretical creation on the development of labour services economy in the areas, therefore seeks for a way to develop the country economy in these poor mountainous areas of Ningxia.
