党的十六届四中全会提出了"科学执政、民主执政、依法执政"的新理念,这是新形势下我们党更好执政的根本要求和基本方略,也为现代化条件下的高校建设指明了前进的方向和提供了发展的根本原则。文章从推进高校建设的政绩、人才与可持续发展的视角来把握十六届四中全会的精神与内涵,以实现高校的跨越式发展。

We have proposed the new idea of 'exercising power scientifically, democratically and legally' at the Fourth Plenary Session Of the 16th Party Central Committee of the party. This is the basic demand and basic strategy under the new situation of exercising power; it points out the advancing direction and offers the cardinal principle for the construction of university under the modernized condition. In order to realize the great-leap-forward development of the university, this paper seizes the spirit and inner meaning of the Fourth Plenary Session Of the 16th Party Central Committee through the perspective of advancing the construction of university, talent and sustainable development.
