老矿业城市解决三大突出困难要实行“三化”发展战略,其核心指导思想是适应社会主义市场经济的体制转型。新兴的矿业城市实行“三早一改制”发展战略,其核心指导思想是认真吸取老矿业城市的经验教训,见事早、规划早、动手早、防患于未然。许多矿业县城正处在实行“三早一改制”发展战略、建设新型矿业城市的关键发展阶段,切不可把它们排除在矿业城市之外,贻误机遇。尽管矿业城市的困难突出,但矿业城市的优势是难得的资源条件和对经济社会发展的巨大贡献。

In spite of the difficulties, the mining cities have the precious resource conditions and contribute a lot to the development of economics and society.
