摘要
矿业城市在发展中面临的主要问题是:改革开放滞后,受传统计划经济影响较深,体制性、结构性矛盾比较突出,城市基础设施欠账较多,长期大规模对矿产资源的开发,带来的环境问题相当突出。通过政策扶持和体制创新,解决矿业城市历史遗留和转型中接替产业的发展问题。主要是建立资源开发补偿机制和衰退产业的援助机制。在税收、土地信贷、项目核准方面出台扶持政策,支持矿业城市经济转型,加快矿业城市的发展。
The main problems facing in the development of the mining cities indicate that the reform and opening-up lag, the influence by conventional planned economy is great, the contradictions of system and structure are relatively obvious, the basic facilities of the cities are out-of-date and the environment problems due to the development of the mineral resources for a long time is serious. The development of the continued industry in the transformation of mining cities should be solved based on the policy support and the system renovation . The compensation system of resources development and the aid system of the declined industry should be set up. The support policy on taxation, credit of land and project check to hold out the economic transformation and accelerate the development of mining city should be established.
