摘要
香港特区的行政环境不断地发生变化,为了提高政府管制能力,推进行政现代化,公务员制度进行了一系列的改革:树立"以客为本"的行政理念;改革长俸永久聘用制,引入合同制与竞争机制;薪酬制度改革;自愿退休;完善公务员激励制度;推行高官问责制等,以提高政府首制能力,推进行政现代化。
<Abstrcat> The administration circumstances of Hong Kong have been changing all the time, to which in order to adapt, a series of reformations have been made in the civil servant system such as establishment of the customer-oriented ideas, reform of the system of forever employment, introduction of the contractive and competitive systems, improvement of stimulating system and practice of the system of the officers'responsibilities, etc. And a marked effect has been achieved.
