摘要 《政府绩效与结果法案》(1993)在美国政府绩效评估历史上具有里程碑式的意义,它确立了绩效评估的法律框架和相应的制度变革。文章深入分析了该法案在制度建设、观念变革和绩效评估等方面所取得的成绩,以及它在管理灵活性、绩效预算和绩效信息等方面的不足,并在此基础上就如何推进我国政府绩效评估提出了对策建议和制度构想。
