关于青海省加快农村体制改革步伐的思考

进一步推进青海省农村经济体制改革,逐步改变城乡二元经济结构,不仅是建立社会主义市场经济体制的需要,还是保证实现全面建设小康社会目标和促进先进生产力快速发展、实现现代化的必然选择。改革开放以来,青海省农村、牧区不断推进经济体制改革,在由计划经济体制到市场经济体制的转变过程中取得了较大的成绩,但与建立市场经济体制和全面建设小康社会的目标还有很大的差距。在全面建设小康社会的进程中,青海省农村经济体制改革的目标是建成农村社会主义市场经济体制基本框架,并使其能够比较顺利地运行,改变长期以来形成的城乡分割的二元结构。

Further push forward countrysides' economic system reform of Qinghai provinces' progressively change towns and countrysides' dual economic structure are not just the requirement of building socialistic market economic system, but also the inevitable option of surely achieve the target of fully construct well-off society, of accelerating advanced productive forces to be in rapid development and of realizing the modernization. From the reform and opened-up on, the countrysides, nomadic areas of Qing hai province have continually been strengthening economic system reform, and have gained great accomplishment in the transformative process from planing economic system to market ecomomic system, but there still is great distance in building market economic system and in full-scale construction of well-off society. In the procedure of building fully well-off society, the targets of countryside economic system reform of Qing hai province is to conrstruct the basic framework of socialistic market economic system of countrysides, to make it successfully operate, and to change the dual structure that towns and countrysides are apart prom each other, which formed in a long period of time.
