要保持青海省经济与社会的可持续发展,必须认真落实科学发展观,转变增长方式,处理好增长速度与效率、效益的关系,克服土地、矿产资源、水资源等生产要素制约,努力建设低投入、高产出、低消耗、少排放、能循环、可持续的国民经济和节约型社会。

To keep continuable development of Qing hai province's economy and society, it must earnestly carry out scientific development concept, transform increasing pattern, deal with the relationship amongst increasing speed, efficiency and benefit, surmount the restraint of productive elements such as land, mineral products resource and water resource and so on, make efforts to create civil economy and economical society to be in lower investment, higher production, little consumption, without pollution, be able to recycle and being continuable.
